This page
provides links to many sites where SBIR and
STTR program information can be found.
It is important to understand the purpose of
the programs in general and why the federal
government has continuously funded SBIR since
1983 and STTR since 1992.
SBIR is a
highly competitive program that encourages small
business to explore their technological potential
and provides the incentive to profit from its
commercialization. By including qualified small
businesses in the nation's R&D arena, high-tech
innovation is stimulated and the United States gains entrepreneurial
spirit as it meets its specific research and
development needs.
Since its
enactment in 1982, as part of the Small Business
Innovation Development Act, SBIR has helped
thousands of small businesses to compete for
federal research and development awards. Their
contributions have enhanced the nation's defense,
protected our environment, advanced health care,
and improved our ability to manage information
and manipulate data.

Individual
Agency Sites for SBIR and STTR
The federal
SBIR program was created in 1982 to stimulate
technological innovation, use small business
to meet federal R&D needs, and increase
private sector commercialization derived from
federal R&D. The federal STTR Program, established
in 1992, is modeled on the SBIR program and
similar objectives. It also serves to encourage
technology transfer through cooperative research
between small business concerns and non-profit
research institutions. Commercialization of
SBIR and STTR technology is required, however,
specific requirements vary by agency.
